He is a partner and head of the Technology, Media and Telecommunications practice at PLMJ. With over 18 years of professional experience as a lawyer, he has developed a broad practice in technology law and digital regulation.
He has advised both private and public entities in a number of significant judicial and regulatory proceedings. He has particular expertise in handling regulatory investigations (e.g. ERC, ANACOM, CNPD, DGC, CNCS, AMT, among others), anticipating and overcoming challenges with innovative and strategic approaches.
He is also a Professor at the Faculty of Law of the University of Lisbon and frequently publishes in his area of expertise. He holds a PhD in the law of freedom of expression and commercial communications from the same Faculty, as well as a Master of Research from the European University Institute.
He previously held public office as Secretary of State to the Minister Adjunct and for Regional Development in the 19th Constitutional Government of Portugal (2013–2015), with responsibilities in media policy, and as Secretary of State for Parliamentary Affairs in the 20th Constitutional Government (2015). He also served as Legal Adviser to the Presidency of the Council of Ministers (2003).
He has had a regular presence in the media since 2004.
