Professor at the Institute of Hygiene and Tropical Medicine from Universidade Nova de Lisboa and at the University of Aveiro. He was the president of the Health Regulatory Entity (2010-2016), one of the two coordinators of the National Health Plan (2009-2010), coordinator of the Strategic Analysis Team on the process of creation and development of Public-Private Partnerships in Health (2008-2009), Chairman of the Commission for Financial Sustainability of the NHS (2006-2007), consultant for Health affairs of President Jorge Sampaio (1996-2006). He has published five books, coordinated the edition of seven books and articles on health policies, health systems and services evaluation, health planning and health regulation.
